Description

RESPONSIBILITIES:

  • Conduct procurement procedures for your site and draw up all procurement documents conducted by methods of requesting quotations from one source of procurement in accordance with the requirements of the Regulations and Instructions.
  • Timely publish announcements of open tenders (ongoing tender, tender results), refusals (cancellations) from procurement in a periodical, determined by the authorized body in the field of procurement, post on the website of the Airline, and / or the website determined by the authorized body, announcements on the implementation of procurement through an open tender.
  • Organize and hold meetings of tender commissions, promptly inform members of tender commissions about the holding of meetings, draw up opening protocols and minutes on the results of the tender at the end of the meetings of tender commissions in their area.
  • Set up all documents on the organization and conduct of procurement procedures in accordance with the standards for document storage established by the Airline.
  • Check the conduct of marketing research for new purchases on your site and prepare comparative tables of prices for goods and services for repeated purchases.
  • Knowledge of the normative legal acts and international norms, as well as the changes made to them.

REQIUREMENTS:

  • Higher education - economics or jurisprudence.
  • Work experience in the specialty is desirable (at least 1 year).
  • Knowledge of the Civil Code of the Republic of Kazakhstan; procurement rules of NWF “Samruk-Kazyna”; instructions for conducting electronic procurement of the Samruk-Kazyna National Welfare Fund and other guidance and methodological materials regulating procurement procedures.
  • Regulations for procurement of the Airline.
  • Basic knowledge of labor legislation.
  • Kazakh language - fluent, Russian language - fluent, English - Intermediate.
  • Organizational skills, working time management skills.
  • Skill of working in Oracle, ERP, ISEZ systems.
  • Confident Microsoft Office user.
  • Teamwork.
  • Clear speech.
  • Responsibility, ability to apply solutions, analytical skills, dedication, honesty, learning ability, customer focus.
