Key Accountability
Accountable for the management and control of Ground Services in all areas of Operations, Safety, Security and Regulatory Compliance, Service Excellence, Staff Engagement, Budget Planning, Contracts & Charges, Outsourcing & Supply Management, Cost Tracking, Transformation of processes for Continuous Improvement and Efficiency for sustainable growth and profitability, ultimately meeting the overall Business Objectives of the airline in the most cost effective way
Roles & Responsibilities
- To effectively perform the role of Nominated Post Holder for Ground Operations to ensure all operational functions are conformed and in compliance with local and international regulatory requirements
- To lead and manage Ground Services functional teams to ensure effective safety and security compliance during the handling of aircraft, passengers, baggage, cargo, airport equipment by the Airline and contracted third parties at all airports, taking into consideration of safety, quality and economic factors
- To establish and maintain systems and processes for Quality Control in all areas of Documentation, Policies, Processes and Procedures and implementation to ensure all areas of operations meet regularity audits for the compliance of local and international registration
- To liaise with internal stakeholders (Finance, Legal, Procurement, Flight Operations, Airline Planning, Management Accounts, etc.) and external stakeholders such as Business Partners, Regulatory Bodies and Service Suppliers to ensure effective operations and customer services
- To ensure all operational staff both internal and external service providers and suppliers are effectively trained and meet the required certification to perform their function
- To organize and control the effective cooperation of all subordinates and stations with head office of the Airline
- To organize budgeting processes for subordinates divisions all income and expenditure and control its effectiveness and implementation in the Republic of Kazakhstan.
- To instill Safety Culture amongst Ground Services staff through working closely with the Post Holder and Corporate Safety on the Safety Management System, ongoing review of safety performance, root cause and gap analysis with corrective action in a real time manner
- To engage directly as well as empower its management team to engage frontline staff to ensure they are fully motivated and engaged to perform their job at the best of their ability
- To manage performance of service suppliers with a periodically review of their KPI to ensure their the required standards on operations, safety and service meet the required standard and SLA of the airline
- To be a Change Agent to ensure Change Management and Risk Assessment take place in a proactive manner prior to any implementation of new services, operations and new routes
- To effectively manage and control costs through a continuous review of manpower, budget and cost control without compromising integrity of Safety, OTP and Services
- To constantly review processes, policies and procedures for operational and services to ensure they are dynamic so as to provide the airline with competitive advances over other airlines operating the same routes
- To actively engage, motivate and incentivize staff to aggressively generate ancillary revenues through different means while maintaining high level of service and customer experience
- To act as Market Intelligence to track best practices through audit and benchmarking for continuous improvement

- To continuous review for improvement the operational process through innovation and digital technologies
- To review on an ongoing basis with HR Business Partners to provide team members with the relevant Develop plan for their career growth and opportunities
- To participate on Safety Actions Group in accordance with 3.17 Manage safety performance indicator within the scope of Fly Arystan ground operations. 3.18 Ensures the adequate provision of ground handling facilities, equipment and services, sufficient competent and qualified personnel to ensure the on time and safe conduct of FlyArystan ground operations. 3.19 Participate in safety investigations and audits outcome handling within the scope of Fly Arystan ground operations
- To lead, manage and participate in Projects in all areas of operations, services and compliance
Candidate’s requirements:
- A minimum of University degree in related field
- A minimum 5 years of experience in the airline industry as Ground Services at the senior level
- Full understanding of European regulations with regard to Ground Operations management, including EU-Ops
- Experience in budget management and tracking
- Experience in developing and designing an ground product and services for LCC will be of an advantage

- Is familiar with Change Management and Risk Assessment process with strong ability to anticipate and eliminate risks with a strong skills in processing Embrace LCC concept with experience in Market Research, Benchmarking, and Competitor analysis
- Effective Problem Solving & Decision Making in a timely manner
- Strong analytical skills in particular with data analysis and logical thinking
- Dynamic with strong leadership qualities and people skills in building and maintaining relationships with all the stakeholders
- Excellent project management skills with ability to deliver tasks within tight deadlines and ability to work independently with minimum supervision
- Resourceful with ability to effectively bring in and adapt to changes
- Fluency in both written and spoken English, Russian and Kazakh
- Excellent presentation skills
- Fluent experience in Microsoft, power point presentation and excel
