Description

RESPONSIBILITIES:

    • To initiate and control the process of timely procurement procedures, contracts for the purchase  of goods, works and services required for Airline’s functioning.
    • To assign purchase requisitions in ERP system to   responsible officers procurement.
    • To process and execute applications for goods, services and works for projects of high / strategic level of importance / complexity on own area.
    • To control the timely execution and transfer of the required documents to the responsible employees of the Department for the implementation of procurement procedures and to check the correctness of a selected method of procurement and selection of suppliers and terms of procurement.
    • To register actual status of purchase requisitions and procurement procedures as incurred.
    • To advise procurement initiators about the status of their requisitions for projects of high / strategic level of importance / complexity and ongoing procurement procedures.
    • To initiate timely conclusion of Airline’s contracts on projects of high / strategic level of importance / complexity.
    • To control timely conclusion of Airline’s contracts within the responsible division, to check the compliance of the terms of the contract with the terms of procurement, monitor the performance of contracts and timely delivery of goods, provision of services and execution of works.
    • To control the competitiveness between potential suppliers through constant search and regular updates of the suppliers’ database.
    • To provide accurate information upon receipt of request from the authorized body, audit, etc. in a timely manner.
    • To replace procurement manager in case of his/her absence.

REQUIREMENTS:

  • Higher education - Economic and/or Financial and/or legal specialties.
  • Work experience in the specialty is desirable (at least 1 year).
  • Knowledge of the Civil Code of the Republic of Kazakhstan; General knowledge of procurement rules of NWF “Samruk-Kazyna”; or other guidance and methodological materials regulating procurement procedures.
  • Regulations for procurement of the Airline.
  • Basic knowledge of labor legislation.
  • English – Upper Intermediate.
  • Organizational skills, working time management skills.
  • Skill of working in Oracle ERP.
  • Confident Microsoft Office user (Excel - the ability of the various calculations and preparation of comparative matrices using  formulas and functions, building charts and graphs, the ability to reflect and analyze the data. Word, Outlook – confident user).
  • Teamwork.
  • Clear speech.
  • Responsibility, ability to apply solutions, analytical skills, dedication, honesty, learning ability.
